That is to spec but I see your point, we can make a ticket and discuss only showing the button if the user has a military affiliation

- Clean up file names to be PrivilegesPurchase* - Make sure route paths are consistent - progress bar - Audit back, next, cancel etc buttons - PrivilegesPurchaseState storage
