Fin update
This PR updates the financial parameters for both HOPP and GreenHEART to be location specific for each reference design location. This PR should be reviewed and merged after #2 and #3

Thanks for that. I wonder if the problem is in changes made to the `interconnect_kw` for dispatching. I have not investigated, just throwing that out for now.
