Unit tests are failing in Konflux due to: `The pod errored with the message: "Back-off pulling image "unleashorg/unleash-server:latest"."` Will keep retrying - seems temporary.

Note for self - I probably need to look at this next week - I was testing locally with the chrome deployment, but I'm not sure all the other Caddyfiles are in this dir.

@wcater803 I'm not sure we want to remove the `isAllServicesLink(link)` check here - just the `&& link.ITLess` portion? What do you think?

We are abandoning this approach as it would require us to rebuild all frontends. We will look into a fix in the frontend operator.

FYI we will be revisiting memory limits in a follow up item as this limit will not work for all our envs (ephemeral etc).
