Also tried mess hard coding each stub like user, auth, audit etc. but it still has the same issue, think we need to clean up the IT test spec bases and modularise it to help us going into the future.

Now that the there's only the `moneyOnAccount` message, the check if the user is an agent is no longer required. The message is the same regardless of user type.
